Policies for adapting housing for the elderly in France and Germany

The Pflegeversicherung’s (public long-term care insurance) consideration of dependency in Germany makes housing adaptation a universal right, regardless of age or income. By contrast, the French state and départements follow a “seniorization” logic to address increasing incapacities. The German Länder complement the state’s support for investment and improvement of housing stock. They favor a preventive approach and the development of a “designed-for-all” housing stock, adjusted to the needs of their territory. This approach can be partly found in France in the intervention of local authorities in local operations (OPAH) set up alongside a National Agency (ANAH) or through their own programs.
