As part of their pro-ageing-at-home policies, France and Germany provide financial support so that their housing stock can be adapted to ageing and disability. An analysis of these policy instruments shows that the approach differs between the two countries. The Pflegeversicherung’s (public long-term care insurance) consideration of dependency in Germany makes housing adaptation a universal right, regardless of age or income. By contrast, the French state and départements follow a “seniorization” logic to address increasing incapacities. The German Länder complement the state’s support for investment and improvement of housing stock. They favor a preventive approach and the development of a “designed-for-all” housing stock, adjusted to the needs of their territory. This approach can be partly found in France in the intervention of local authorities in local operations (OPAH) set up alongside a National Agency (ANAH) or through their own programs.
