The political choices that had presided over the building of the World Trade Center had made it a symbol but were also the product of an urban history primarily founded on the search for profit. Its destruction was highly traumatic but also allowed New Yorkers to express an alternative vision for their city. The rebuilding of Ground Zero will demonstrate whether the economic rationale will have once again be the strongest or whether New York elites will have been forced to come to terms with the people’s call for a more humane, scaled-down approach to redevelopment and a keener concern for public spaces.
