Intergovernmentalism in Cyberspace. A Comparative Study of NATO and EU Initiatives

Even though cyberspace is now a majorsecurity priority on international agendas,there is a surprising lack of literature onthe role international organizations playin the cyber domain. This paper offersa comparative analysis of NATO andEuropean Union’s institutional, bureaucratic,and political transformations made to matchcybersecurity and cyberdefense requirements. The conclusions are that both NATOand EU have established proper capabilitiesto manage cybersecurity on their networks,but political cooperation amongst States islimited by the principle of sovereignty, therefore considerably restricting NATO andEU’s actions in the cyberdefense area.
