Conflict and Conflict’s Representations in the Basque Country: The End of the ETA

Today ETA continues its communication on the managementof a qualified transition situation of “postconflict” with “an international verificationcommission” composed of prestigious foreigners, supposed to implement interventionsin a modeled phasing: secret negotiations,peace conference, disarmament, as if theBasque country were emerging from a war.Why do Basque terrorists need to complywith the international post-conflict model,when there is no disaster areas, no refugees,no institutional normalization nor statebuilding to implement? In fact, two pointsof view are confronted on the interpretationof ETA actions: on one side, the Basquenationalists are trying to impose a narrativeof the conflict that legitimizes terrorism inthe name of freedom of the Basque peopleagainst an oppressive regime, on the otherside, political groups or civilians are fightingto obtain that ETA enters history as a terrorist organization and totalitarian defeated bya democratic society.
