Territorialization of housing policy: A stake of equality

Expensive housing, residential mobility, increasingly complicated access to housing due to the evolution of housing markets at the local level... the symptoms of housing crises in France are numerous. The housing policy, particularly through its territorialization, aims to eliminate the territorial differences at work. After presenting the contours of these, we try to assess its efficiency and its capacity to capture the heterogeneities between the territories. By adopting an original territorial vision of housing policy, our study highlights its inability to properly treat the territories according to their needs. For multiple reasons, the current territorialization of housing policy is a failure. Using socioeconomic indicators, we offer a new form of zoning, not at the municipal scale but at the level of the employment zones, in order to be closer to the economic dynamics of the territories.
