Offensive cyber operations and the reaffirmation of American hegemony: A critical analysis of the Persistent Engagement doctrine

The analysis of the Cyber Command’s Persistent Engagement approach allows us to grasp this inflection and understand its logic. As part of a growing consensus on the nature of the threat and the means to deal with it, Persistent Engagement must be interpreted in the light of the political and bureaucratic logic favoring the acceptance of cyber-offensive operations. Nevertheless, this posture of projecting power and reaffirming American hegemony is not without risks regarding the pursuit of both American national security and international stability in cyberspace. This article therefore aims to contribute to the explanation and interpretation of contemporary representations and practices of cyberwarfare in order to assess their likely effects.
