The global decentralization of aid to the disadvantaged marks the end of the “bazaar of solidarity.” It has brought a higher degree of professionalization to NGOs, which must now justify and communicate both their efforts and their impact with greater transparency. The dual figures of the engineer and the bricoleur could represent the fruitful collaboration between an international and a local NGO, which would work together in continual dialogue with the culture and the natural environment within which they operate. We will illustrate this with the example of a French NGO that, for over fifteen years, has been working with a local Cambodian NGO to construct a network of 250 kiosks that produce and deliver water to the most disadvantaged populations in rural areas.
