Since the founding of the European Union, its enlargement has been presented as an historic process. Yet it is rarely a subject of public debate, and this gives rise to a structural incommunication. Even worse, this solemn act, which commits both States and peoples, is not always put to the vote of a referendum, which only serves to fuel misunderstandings.
