Parliaments and authoritarianism: A pragmatic approach

This article examines the presence of parliamentary institutions in authoritarian regimes in the Middle East (such as Afghanistan, Egypt, and Syria). The parliaments studied can adapt to the specific modes of functioning of authoritarian regimes, as the parliamentary mechanisms in place already ensure control and guide the discourse of deputies. These mechanisms subject the choices of rulers to a set of procedural constraints, which are not intended to favor them, but instead to legitimize them.
