This article provides an economic and historical analysis of current developments affecting the European Union’s industrial policy. It highlights the fact that the shift underway, often described as geopolitical and environmental, can be explained primarily by the growing international competition, which is fragmenting globalization. The transformation of industrial policy thus marks an acceleration in the backing of companies by public funding, and a strengthening of European trade policy, already underway since the 2008 financial crisis.
