Since its creation in 1983 just after the civil war, FLLC has been a tool for providing the opportunity for the Chadian highly skilled employees to integrate into civil service of a nation which is still French-speaking despite the promulgation of classic Arabic as a co-official language. From 1990, FLLC has developed his network to the greatest cities in Chad with a greater opening of the institution to the Arabic-speaking public. This article highlights the FLLC’s history and functioning and how the geopolitical and sociolinguistic situation has an effect on the emergence and development of the didactic institute.
