European Integration and Minority Rights: Values and Realities in Southeast Europe

This article analyses the effects of European integration on policies concerning the rights of minorities in Southeast Europe. It highlights the relationships between the rhetoric of European values and local political realities. If European integration provides incentives for the regulation of minority conflicts, facilitates their resolution and legitimizes the introduction of minority rights into state legislation, the diversity of political approaches, historical legacies and national specificities continue to prevail over European values.
