Jacques Delors and the United States: the active American policy of a European Commission President (1989-1995)

This article analyses the American policy devised by Jacques Delors as President of the European Commission. Delors tried to normalize the transatlantic relations and to make of them an asset for post-Cold War European influence. This policy enhanced the Commission position outside and inside the EEC but it costed him part of his influence and produced few concrete results.
