Ecosystem-based structuring of competitiveness clusters: Toward a quadruple-helix model

This article contributes to the literature on competitiveness cluster evaluations. It characterizes the development of French competitiveness clusters (FCC) as ecosystems before analyzing the extent to which they are open to civil society, suggesting a shift to a different mode of knowledge production. On the basis of an exploratory methodology aimed at bringing cluster performance regularities to the fore, we have built a database covering all FCCs derived from quantitative variables using official FCC scorecards (2008 and 2011) and Twitter accounts (2018). This database enables us first to analyze FCC performance in terms of entrepreneurship and innovation, and then to assess how open these FCCs are to civil society. Our findings show that, despite their diversity, FCCs are geared toward the two main ecosystem types, namely innovation and entrepreneurial ecosystems. We find that entrepreneurial FCCs have improved their ability to include civil society in their digital communications strategies, especially in terms of users. In fact, this entrepreneurial angle would suggest that these FCCs are more in keeping with the quadruple helix (Carayannis and Campbell 2017; 2019)
