Crowdfunding in French municipalities: A tool for financing public services and for communication

In order to cope with fiscal stress, municipalities are looking for new ways of funding public services. Crowdfunding is presented as an innovative tool to meet this need, but also as a tool for communication and citizen engagement. This study examines these two aspects of crowdfunding. Based on a database of 94 projects, a statistical analysis of this tool as a way of funding public services is conducted in order to highlight the financial terms of these projects as well as the territorial, economic, social, and political aspects of the municipalities that use it. Second, hierarchical clustering is conducted on project descriptions in order to characterize the lines of communication used by municipalities during crowdfunding campaigns.
