Despite spectacular growth since 1978, China shows an increasing dualism between its coastal provinces, which are highly integrated into the global economy, and its relatively separated interior. This paper shows that the government's institutional choices have contributed substantially to this dichotomy, leading to growing regional disparities. While the country's gradual opening to trade has led coastal regions to become the driving force behind Chinese growth, limited internal openness slows the diffusion of development throughout the inner provinces.
