Is Health a Global Public Good or a Human Right?

This paper analyses the foundation and meaning of the concepts of human rights and global public goods in the area of healthcare. We consider the relevance of two approaches, one viewing healthcare as a public good, the other taking a human rights approach. We underline the advantages of the second approach and show that despite many declarations in favor of human rights, the public good approach and related economic priorities still prevail in global governance for healthcare.
