Education is defined as a common global public good, the production and financing of which raise many questions about their efficiency in the knowledge society needed to integrate emerging countries. Could the theoretical revitalization of international cooperation around the unifying concept of global public good help break the current deadlock in the General Agreement on Trade and Services (GATS)? An answer to this question will be offered in three parts, first, in terms of the emerging debate on education as a global public good, second, in terms of the relevance of modes of production and financing for education, and third, with reference to current forms of governance in GATS negotiations.
