This paper examines the conditions under which the countries of the South may drawn into collective efforts to reduce greenhouse gases while the North accepts more drastic commitments for subsequent periods (post-2012). What is at stake is both a broadening and a strengthening of the quantified targets within the Kyoto Protocol. This implies that equitable commitments based on the gradual contraction-convergence of emissions be defined.
