Security, Insurance, and Development: Some Lessons from Human Rights theory and History

Private insurance is an appropriate method for coping with disasters in developing countries. However, it must be combined with solidarity and public intervention in order to guarantee real security. This paper presents this argument in terms of human rights theory and of the lessons that can be learned from major fires that occurred in Swiss cities at the turn of the eighteenth century.
