Major crises consist of breakdowns in historical paths and paradigms. Today's global debate is largely dominated by the global crisis and the changes in the development paradigm, with the return of Keynes and of import substitution or state intervention models in the South. Developing countries are deeply affected by the crisis to varying degrees depending on the openness of their economy, its structure, and their policies. The new policies are less orthodox as regards public deficits, the creation of liquidity, the reconquest of internal markets, and social protection. Is it the end of Washington consensus?
