The Construction of Attractiveness: A Study in Terms of Capabilities

Is the attractiveness of a location, defined by its propensity to attract productive capital, a quality that can be easily acquired? Or on the contrary, does it develop over time through the consolidation of a prevailing situation? Based on a study of economic history and the conclusions of economic geography, the second hypothesis is favored in this paper. Attractiveness must be understood as the construction of a set of capabilities and consequently as a strategy for development.
