The Public-private Partnership: An Alternative to Public Aid for Development? The Example of Urban Water Services in Senegal

A certain quasi-generalized satisfecit is emerging on the results of the public-private partnership model in the management of water services in Senegal. This is to the extent that donors are presenting the Senegalese experience as a model to export to other countries in the region. However, in the face of an intermittent and erratic water service, a “context of micromobilization” has been emerging in recent years, with protest movements, spontaneous so far, but becoming more and more violent, and leading to questions as to whether the institutional architecture, as well as the funding model, have reached their limits.
