This research poses the question of the possible substitution of informal civil social capital for governmental social capital by analyzing the original experiences of local government in Kabylia. We study the case of two villages: Tazrouts and Zouvga. Our results show that the horizontal (bonding) and distant (bridging) ties generated by an ancestral system of governance that still holds sway in Kabylia can have an important impact in terms of the development of rural areas.
