After the failure of the Copenhagen Conference on climate change in 2009, the agreement sought by the Paris Conference in December 2015 will be based on the aggregation of the national contributions of each country. It is thus important to understand the factors that guide or condition the actions of the different countries. This article is concerned with India. It explores its positioning in the international scene and the emergence of national policies.
