Democratic Republic of the Congo: Mining revenue and public expenditures for development

Mineral resource management has been a crucial political and economic issue since the Democratic Republic of the Congo’s independence. The country faces serious development challenges, stemming from persistent poverty, food insecurity, and very poor access to social services. We ask to what extent mining revenue has facilitated public action to meet these challenges. The conclusion is disappointing with regard to funding and the implementation of policies in crucial areas such as education, health, and agricultural/food production.
