Increased security requirements and the random billing of public order expenses to cultural event organizers since the implementation of the Collomb circular in 2018 have contributed to the destabilization of festival budgets. Faced with this growing uncertainty, reminiscent of the UK's “user pays” policing system, alternative thinking is emerging on cooperative, training-driven safety policies, where the cost and responsibility is spread more evenly between stakeholders.
