The Economic Partnership Agreement between the European Union and West Africa. Lessons from a negotiation

Officially launched on October 6, 2003, an agreement on the European Union and West Africa’s EPA negotiation was only reached in January 2014. Despite having already been concluded and disputed by civil society—as one of the stakeholders involved—the Economic Partnership Agreement between the EU and WA has not yet been signed by Nigeria, the heavyweight of the region. Its implementation is thus threatened if we take into account the process of West African regional integration. This paper tries to explain the long-lasting nature of this negotiation, but especially the difficulties surrounding the implementation of the agreement that emerged from it. This paper ends by illustrating the importance of the context of negotiation and the adopted approach. It also draws lessons from the analyses carried out.
