The Covid 19 health crisis and its consequences on the diplomatic practices of francophones states and on the actions of the OIF during the climate negotiations at COP 26

Our study examines the way in which the OIF and Francophones countries organised themselves to participate in the preparatory discussions and negotiations of COP 26, reconciling the temporality of the health crisis with that of the international environmental negotiations. On the one hand, our contribution highlights the effects of the health crisis on the practices and the negotiation agenda of the Francophone countries that participated in these international environmental negotiations. On the other hand, it discusses the actions carried out by the OIF to facilitate the pre-negotiations and negotiations of the Francophone states at COP 26. To answer our initial question and conduct our research, our study is based on scientific reports, speeches and, above all, data from semi-directive interviews conducted with representatives of the institutions of the Francophonie (OIF, IFDD), diplomats and negotiators who participated in one way or another in the preparations and negotiations of COP 26.
