The dismantling of actions to prevent and control deforestation in the Amazon (2019-2021) – A study on priority municipalities

The present work investigates whether existing Brazil’s Federal rules and policy instruments were enough to avoid a recent increase of more than 60% of Amazon rainforest illegal deforestation between August 2018 and July 2001. It analyzes the “PPCDAm – Plano de Ação para a Prevenção e Controle de Desmatamento da Amazônia Legal” (Action Plan for the Prevention and Control of Deforestation of the Amazon Rainforest), focusing on norms and management tools present in Federal Decree n° 6.321/2007, specially on policies tailored for priority municipalities, this analysis identifies which actions lacked implementation and its consequences.
