The Trump administration, monopolized by the presidential elections, has mainly sat on the sidelines despite ad hoc efforts. This withdrawal by many institutional and non-institutional actors in Washington in favor of one camp or another in a context of activism has left the field open to Turkey and Russia. In the end, Moscow obtained a ceasefire on its own that demonstrated its influence, but also significant Azerbaijani territorial and Turkish diplomatic advances.
