The efficiency of urban policy regarding the social and economic promotion of immigrants and their children can be questioned. The main goal of this formula of “territorial positive discrimination” is an equality of results between territories rather than equal opportunities for all inhabitants. Paradoxically, while this policy does not bring individual advantages as substantial as affirmative action, it does not eschew the perverse effects (differentiation, reparation) associated with the latter.
