"Following the distinction between overseas departments (DOM) and territories (TOM) in the French Constitution, European Union law makes a distinction between outermost regions (OMR) and overseas countries and territories (OCT). The OMR are integrated to the European community - under some conditions of adaptation; the OCT is simply associated to it. The Constitution for Europe integrates these two regimes with a new twist: the possibility of changing the status upon a request from the member state concerned."
