The focus of this research note is to interview strategists and look at how and why they act. Based on the theoretical contributions of Whittington, Crozier and Friedberg, and Mintzberg, we analyzed the relationships that strategy-makers have with each other. Through interviews and a logbook, we will address the pressures of managerial practice and the issues of strategic cooperation among the managers of a cluster composed of several social medical institutions. In other words, how do the individual and collective practices of strategy-makers articulate and contribute to the emergence of a global strategy? We therefore seek to examine the links that are woven between tactics, i.e., local acts, and strategies, i.e., the expansion of these acts to the level of the collective.
