Beyond assumptions about bicameralism and assertive discourses, the statistics, the Senate actions and initiatives, and an even superficial survey of certain legislative processes, all indicate that, however difficult to measure, the quantitative and qualitative contributions of the Senate to legislative output are real. Using different methods, the Senate has tended to develop a legislative expertise which allows it to justify and promote French bicameralism.
