In Europe, bicameralism has taken two successive forms: one in which the higher chamber represents the aristocracy, and the other in which it represents the territories. The first one has almost disappeared, whereas the second one is being challenged by the strengthening of regional powers and the sharing of legislative responsibilities between national parliament and local assemblies, making the representation of territories superfluous.
