The question about who governs the economy has fascinated social science for many years without often generating stimulating and rigorous results. Bernard Jouve attempted to answer it by focusing on the elite in each metropolitan area he studied. This paper extends his work by changing the focus in order to study the elites who regulate each industry by promoting their respective agenda. After presenting the theoretical developments that produced the concept of programmatic elite, the paper combines it with an approach to the management of industries in order to set out a new roadmap toward a better understanding of the role of politics in the economy.
