What Is the Right Water Flow? The Regional Regulations on Water Uses and the WFD Challenge

As the quantitative status can’t be measured with standardized indicators, the WFD engages the actors to debate the good water flow and the proceedings needed to adjust water consumptions to the resources available. Also, despite the promotion of the integrated management and the recognition of the ecosystem needs, the quantitative water management still blocked in the path of dependency and political games of territory. Especially, and it is not a minor paradox, we observe a growing interest of regions on this issue.
