The Tiny Little World of European Urban Policies, Networks of Cities and Urban Occupations in Europe: The Case of the CCRE and Eurocities

This paper focuses on the role of networks of local authorities in Europe in order to better understand the strengthening of urban governments in the European Union as regards these institutions as well as public policy making. This focus enables us to stress the reorganization of power in urban areas and regions. By unveiling the connected world of cities and local authority networks in Brussels, we show that policies dedicated to cities are not self-enforcing but are due to the political work carried out by various European urban professions. On the basis of a study of a range of forms of sociability among urban policy makers in Brussels, the paper examines the emergence of an autonomous and empowered setting that contributes to urban policy making and change at the European level. This amounts to an integrated approach created by transversal groups with regard to urban issues in numerous areas of public policy and in which major city networks take part. As a result, these groups are becoming essential to the policy-making process.
