The Regions of Europe and the Issues of Cooperation

Partnerships and co-operations among regions have gained a relevant position in the EU strategies and policies. Experienced already in the 50s, interregional co-operations have steadily increased their importance up to become a central feature in the communitarian Cohesion policy and one of the three new Cohesion objectives in the 2007-2013 programming period. In this article one of the most successful instruments of Cohesion through partnership – the Communitarian Initiative INTERREG - is taken into consideration as an emblematic example of the EU regions’ “fever for cooperation”. INTERREG partnerships’ building modalities are analyzed in their main aspects, trying to single out which actors play a role in this process, which dynamics involve them, which criteria let the regions choose their cooperation partners, and which factors determine the success of a partnership. Finally, some conclusions about the co-operations among regions in the EU arenas are drawn, arguing that their number and success mainly depend on the regional capacity of network making. Networking and co-operations are therefore mutually reinforcing phenomena, and key features for the next future of the UE Cohesion policy and for the chances of success of the regions of Europe.
