The Institutionalization of a Cultural Policy: Brittany and “the Book”

The Book Policy in Brittany not only arises from the symbolic work done by the legitimate definition of culture on the part of the regional institution, but also results from transformations, representations, and differentiated usages in the culture. Thus, the claims of a “regional” culture by Breton movement(s) from the 60s participate in the introduction of a public intervention, “the culture”, as well as the creation of a new institution: “the region”. This was achieved by adjustments, compromises and confrontations with the public institutions so as to set up the structures necessary for the valorization and dissemination of the Breton culture. Moreover, to understand why the book represents a political issue for a group of heterogeneous actors, is to retrace the process of the legitimation of a “regional” definition of the culture.
