After twenty years, the rejection of the European Constitution cannot be seen simply as the chronicle of a death foretold. The treaty establishing a constitution for Europe was the culmination of a long-term project whose ambition was clearly constitutional and therefore political. Its failure is first and foremost the failure of a political dream permanently broken, but also the symptom of a crisis of the model of democratic rule of law.
