“Digital public diplomacy” of the United States, new art of governing foreign audience online

Gradually since the early 2000s, “digital public diplomacy” has become a field of study. Academics in this field analyze the challenges and transformations of state communication with foreign audiences in digital arenas. A significant part of this intellectual work consists in designing how to restore the power of states, power stolen by non-state actors, by users spreading or respreading through online conversations information deemed hostile to foreign policies. This article shows that the research in digital public diplomacy, by redefining the conditions of influence on the Internet, contributes to the advent of a new art of government of foreign audiences.
