Elizabeth Anscombe’s remarks start with a double observation. First, the use of the majorityrule is closely linked with democracy and has the same undebatable prestige. On tryingto grasp the rationale of the idea that decision according to the will of the majority issuperior to any other, she gives several justifications of this superiority. She thoroughlyexamines the one which seems to prevail: the decision is thought in terms of satisfactionof the voters ’wishes. Equity seems to impose a rule which if it does not satisfy everyone,it satisfies the largest number of people. On the other hand, she puts forward a paradoxthat shows it is not always true. Out of a series of decisions, a majority of voters can turnout to be more often a minority group than a majority group.
