The politico-military approach to conduct of operations has been transformed since the end of the Gulf War. The role of CEMA (the Chief of Staff of the armed forces) has been strengthened, as has the organisation of operational command. Furthermore, the forces were professionalised in 1996. The next step could be a presidential security council.
