After years of direct or indirect confrontation, states around the Persian Gulf have started a process of rapprochement, and are making efforts to settle long-standing disputes. Planning ahead for the post-oil era is pushing them to modernise their economies. Security risks remain, however, since regional ambitions are leading to increased rivalry against the background of the Israeli-Palestinian conflict in Gaza.
