Digital transformation of public administration: study of changes induced at individual and collective level of Electronic Health Record use at the Tunisia National Health Insurance Fund

For many health care structures, Electronic Health Record (HER) is an enterprise reengineering solution, which has the capacity to better respond to organisational change. Adopting these digital solutions can offer to health and social organizations an integrated management framework. Thus, it is interesting to assess the impact of such solutions on management practices and public servants’ work. This research aims particularly at analyzing the consequences of using an EHR in the National Health Insurance Fund of Tunisia. An exploratory quantitative study, based on DeLone and McLean’s (1992, 2003) IS success evaluation Model, is conducted on a sample of 137 EHR users. The observed results, following the application of the structural equation modeling, underline the consequences and organizational changes of the implementation of this medical technology at user and group levels.
