Relations between States and Territorial Authorities: Forms and Trends

This article gives a broad description of relations between states and territorial authorities in Europe—the principle of cooperation, relations between national and regional lawmakers, between national and regional governments, between territorial authorities on the one hand, and regions and states on the other—as well as their forms of collaboration, which can be very diverse, such as preventive consultations, common agencies and entities, and mandatory information disclosure. In addition to matters of form and procedure, the article also discusses basic issues, such as going beyond a rigid distribution of competencies, or the different aims that can be achieved by cooperation among public entities—aims related to the general good, such as the coordination and harmonization of certain public services, or political aims, as opposition to the majority in power at the center.
