The Incomplete Reform of Local and Regional Authorities

The initial plans and goals that originally underpinned the adoption of the Act of December 16, 2010, on the reform of local and regional authorities were to reduce the large number of layers of territorial administration and secure savings. Bearing this in mind, there has been major progress in terms of the rationalization of the territorial system at commune level, with the scheduling of a complete overhaul of the intercommunal map. Moreover, the act gives basic shape to the region/department grouping, mainly through the creation of territorial councilors. However, the expected clarification of powers and corresponding funding does not seem to have happened.
