Ethics and Public Management: Learning from Scandals

We show in this paper that political and administration‑ level scandals are social phenomena from which a great deal can be learnt about the culture and structures of our public institutions. An appropriate analytical frame of reference is necessary, however, in order to thoroughly understand the scandal so as to rid it of its dramatic colour and grasp the lessons to be learnt from it.
